US citizens are still waiting for their refunds but the US government is holding the money, about $300 million. The delay is due to the federal government handling the refunds. It takes bureaucrats in DC a full week to decide where they are going for lunch. On casual Wednesdays the federal government practically shuts down for the day because no one shows up for work - they sit in front of closet all day trying to decide what to wear. Yeah, lame joke.

A. Yes, most likely. Fulltilt Poker USA is rumored to be opening once a federal bill is passed. Many think that this will happen by the end of 2015 or the beginning of 2015.
